The regular meeting of BCDW was called to order by President Frances Carnot at Bexar County Democratic headquarters.

The scheduled program presenter, Carlos Guerra, had to cancel because of health problems.  Responding to the situation, members Madeleine Dewar and Zada True-Courage, elected representatives of the State Democratic Executive committee (SDEC) for (respectively) Senate District 26 and 25, discussed the functions of the SDEC. 

Minutes of the September 3 meeting distributed in absence of secretary Barbara Moschneer.  Action:  Approved

Treasurer report:  distributed, no discussion because of absence of Dick Waits.

Proposed Bylaws Changes:  Changes proposed (attachment 1) are to align BCDW fiscal year with the changed year of TX Democratic Women.  Action:  Approved unanimously

It was noted that there are  other problems with the bylaws that need attention.  Referred to Bylaws  Committee.

BCDW Brochure:  Approval for publication deferred review by more members

Holiday Event:  President Carnot recommends holding this at the Roosevelt Park Community Center, a new and nice building.  Cost is $25 per hour.  Two December dates were open for this, neither on the regular meeting date.  Action:   Reserve the facility for Friday Dec 7 from 6-10 pm at $100.

Consensus decisions: 

   -Open house, so attendees can come and go as possible

   -Food to be provided by members, with sign up at next meeting or on web site (Note:  Frances
    Carnot volunteered a turkey and Linda Allen a spiral cut ham)

   -Contributions to a charitable cause, suggestions including toys for some collecting group, food
     Bank or other  Decision to be made at Nov meeting

   -Decorations will be arranged by an ad hoc committee of Frances Carnot, Daisy Cavallaro and
    Catherine Stone

BCDW  Newsletter:  Linda Allen  discussed her proposal for a newsletter, to be published initially at her expense, at least quarterly.  The first edition is to be published in October.  During Campaign season, it will published more frequently.  Linda also is the BCDW webmaster.  There has not been a chapter newsletter for several years. 

Action  Approved unanimously a contribution of $20 to Bexar County Democratic party for each meeting held by the group at headquarters, to cover utilities, copying, etc.  Moved by Ruth Stewart and seconded by    ???
